Ms. Belluz is a RCIC and the Managing Director of Open To Canada Immigration Services – Services d’Immigration Canada Ouvert. She is also the CEO of Canadian Virtual Services – Services virtuels canadiens and an international mobility coach.

An entrepreneur by nature, Ms. Belluz is an Regulated Canadian Immigration Consultant and the Managing Director of Open To Canada Immigration Services – Services d’Immigration Canada Ouvert. She is also the CEO of Canadian Virtual Services – Services virtuels canadiens, an international mobility coaching and consulting firm. Prior to launching her entrepreneurial career, she was Executive Director of Government, Institutional and International Relations at Glendon College – York University. In that role, she provided invaluable assistance to the Principal and York’s Senior Management in the ongoing strategy to make Glendon, the ‘hub’ for Francophone and bilingual university education in Southern Ontario. Ms. Belluz is an Independent Coach, Speaker, Corporate Trainer and Executive Director of the John Maxwell Team and founder of the Life Coaching and Leadership Training Centre. She is also a founding faculty member of the John Maxwell Team Français, teaching in the area of Public Speaking and Communications. As a Professional Coach, she is committed to empowering people and organizations, helping them to find meaning and purpose as they make life-changing choices leading to personal and corporate success. Ms. Belluz combines her coaching skills with her experience as an international director at one of the largest universities in Canada to guide international students and professional seeking to immigrate to Canada temporarily or permanently. She specializes in immigration from French-speaking countries. As Executive Director in the Office of the Principal, Ms. Belluz led the implementation of la Politique d’aménagement linguistique of York University and facilitated York University’s application for Partial Designation under Ontario’s French Language Services Act, securing several major contracts for York University Glendon Campus. She also spearheaded efforts to recruit Francophone international students and to develop additional partnerships with Francophone universities in Ontario, Canada and across the world. Finally, Ms. Belluz worked proactively to strengthen Glendon’s relationship with Ontario’s Francophone community. Ms. Belluz came to Glendon after assuming, for more than twenty years, leadership roles in the Ontario Public Service where she was instrumental in the creation of Ontario’s two French-language colleges, Boreal and la Cité. Prior to joining Glendon’s leadership team, she was an executive with the French-Language Education Policy & Programs Branch of the Ministry of Education and the Ministry of Training, Colleges and Universities of the Ontario government. She was instrumental in the creation of several postsecondary education entities such as the predecessor of the Ontario Council on Articulation and Transfer (ONCAT), the College-University Consortium Council (CUCC)), the Higher Education Quality Council of Ontario (HEQCO) and successfully led the development of the French-Language Postsecondary Education and Training Policy – Politique d’aménagement linguistique (PAL) and the creation of the Secretariat that supported the Expert Panel on Access to French-Language Postsecondary Education in Central and Southwestern Ontario. She also held senior leadership positions at the Ministry of Health & Long-term Care and the Ministry of Health Promotion where she led the development of Ontario’s French Language and Multicultural Health Policy Frameworks. Educated in three continents, Ms. Belluz holds an MBA from York University’s Schulich School of Business, a Master’s degree in Translation from York University, an M.Sc. in Management from EM Lyon Business School (France) and a Master of Divinity from Oral Roberts University (USA). She is currently pursuing a Doctorate degree in Leadership and Social Innovation at Tyndale University College and Seminary. Ms. Belluz is a certified leadership and executive coach under John C. Maxwell. She also received professional coach training from the Adler School of Professional Psychology and is a member of the International Coach Federation (ICF). She sits on a number of boards and committees in Canada and internationally and has been involved in several youth initiatives such as the Mandela Washington Fellowship for Young African Leaders. She was one of the champions of the Provincial francophone immigration strategic campaign and is the current Chair of the Francophone Members Interest Group of the National Association of International Educators (NAFSA). She is a former president of the Centre Francophone of Toronto and the current Chair of the Board of Directors of Reflet Salvéo, the Greater Toronto French-Language Health Planning Entity created under the Local Health System Integration Act, 2006. Ms. Belluz currently lives in Toronto with her husband of more than 20 years and two sons.
