Canada has a history of welcoming newcomers and has made changes to the immigration system in response to labor shortages and the pandemic.
The federal government has announced a decrease in the number of temporary residents and is taking action to manage the increase of temporary residents and hold employers accountable. The government is reforming the International Student Program, tightening eligibility requirements for temporary foreign workers, and making labor market impact assessments more rigorous.
The government is also implementing measures to address integrity issues and strengthen the in-Canada asylum system. The proposed reduction of temporary residents from 6.5% of Canada’s total population to 5% will be reflected in the 2025–2027 Immigration Levels Plan.
The changes to the Post-Graduation Work Permit Program and the study permit intake cap are also highlighted. The government is aiming to strengthen the immigration system and address the changing needs of the country while preserving its integrity. The changes being made prioritize Canadian workers and ensure that the Temporary Foreign Worker Program is meeting the needs of the economy.
The government is also proposing a budget to support the stability and integrity of Canada’s asylum system. Further information on the measures announced will be available on the government's website in the near future.
