New single work permit streamlines process for foreign physicians coming to work in underserved regions
As of July 31, 2025, foreign physicians coming to work in Quebec’s underserved regions will no longer need two separate work permits to complete their assessment and begin practice.
Under the updated instructions, eligible physicians can now apply for a single employer-specific work permit under code C10, valid for up to five years. This permit covers both the 13-week assessment or adaptation period in a CMQ-designated clinical setting and the subsequent practice period.
Applications received as of July 31, 2025, will follow the new process. Those submitted before July 31, 2025, will be assessed under the previous rules.
