Canada’s 2025 Express Entry Plans Target Labour Shortages

Canada introduces category-based Express Entry draws to address key labour shortages in health, trades, and education

On February 27, 2025, in Ottawa, Immigration Minister Marc Miller announced new category-based draws for the Express Entry system aimed at addressing Canada’s economic labour shortages. The 2025 Express Entry categories will include a new education category and prioritize the Canadian Experience Class, inviting candidates with prior Canadian work experience for permanent residence.

To support growth in essential sectors, the government will conduct targeted invitation rounds for candidates with strong French language skills or relevant work experience in health care, trades, and education. This includes professions like family physicians, carpenters, and teachers.

The initiative reflects Canada’s commitment to sustainable economic expansion by focusing on skilled workers who can integrate effectively into these vital sectors. Additionally, the plan highlights the importance of Francophone immigration outside Quebec, fostering economic vitality in Francophone communities. By emphasizing specific skills and qualifications, the government aims to guide temporary residents toward permanent residency, ensuring that Canada meets its future economic needs.
