On October 30, 2024, the Government of Canada, announced a series of temporary measures aimed at supporting Canadians and Lebanese nationals.
The situation in Lebanon has deteriorated significantly, with frequent rocket and missile attacks and air strikes and in light of these circumstances, the Canadian government has prioritized the safety of its citizens in the region. The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, outlined specific provisions for Canadian citizens, permanent residents, and their immediate family members who have departed Lebanon since September 29, 2024.
These individuals will be eligible to apply for an open work permit, a study permit, or an extension of their status at no cost once they arrive in Canada. This eligibility extends to spouses and dependents, regardless of their nationality, and applies regardless of whether their departure was facilitated by Global Affairs Canada or through other means. Furthermore, Lebanese nationals already residing in Canada with valid temporary resident status can also apply for the same permits and extensions without incurring any fees. These measures are designed to facilitate family reunification and provide a secure environment for Lebanese nationals in Canada, allowing them to study, work, and remain safely.
The Canadian government continues to advise against all travel to Lebanon and encourages Canadians, permanent residents, and their families still in Lebanon to leave the country via commercial means as soon as it is safe to do so.To enhance its response capabilities, the Immigration, Refugees and Citizenship Canada (IRCC) has increased its processing capacity for applications from the region, ensuring that requests from Canadians and their families in Lebanon are handled promptly.
The measures announced will remain in effect until July 31, 2025, or until they are revoked. Immediate family members are defined to include spouses, common-law partners, and dependent children of Canadian citizens or permanent residents. It is essential for Canadians in Lebanon to register and keep their contact information updated through the Registration of Canadians Abroad service to facilitate communication and assistance.
To date, Global Affairs Canada has successfully assisted over 1,200 Canadians, permanent residents, and their immediate family members in leaving Lebanon. However, it is crucial for those wishing to return to Canada to possess valid travel documents, as individuals without such documentation will not be permitted entry. The Canadian government continues to monitor the situation closely and is committed to ensuring the safety and well-being of its citizens and those affected in Lebanon.
