New Measures to Strengthen and Protect the International Student Program

According to Immigration, Refugees and Citizenship Canada (IRCC), Canada is taking steps to protect the integrity of foreign students.

Canada’s immigration minister, Marc Miller, has recently announced several measures to strengthen international student program integrity and to protect genuine students from fraud. These measures include the following:

Starting December 1, 2023, post-secondary designated learning institutions (DLI) will confirm every applicant’s letter of acceptance (LOA) directly with IRCC. This new verification process is introduced to protect students from LOA fraud and to ensure that study permits are only issued based on genuine LOA’s.

By the Fall 2024 semester, IRCC will adopt a “recognized institution” framework to benefit post-secondary DLIs.

In the coming months, IRCC will review the Post-Graduation Work Permit Program and begin introducing reforms to better calibrate it to meet the needs of the Canadian labour market, as well as regional and Francophone immigration goals.

“Whether an international student stays and works after graduation or returns home, we want their time as a student in Canada to have been beneficial to their growth and aspirations,” says Miller.
