Work Visa Applying for PR

Hello, My aunt has been working as a nanny under work permit NOC 4411 (I believe its a number for caregiver pathway). She got LMIA twice, so that she can keep working and study for English CLB 5 so that she could apply for PR. She has written many CELPIPs, and every time one mark is lower than 5. some are 5 some are 4 and 3. working fulltime, and no English classes to attend, being away from her family, only studying at night after work, and sensitivity to laptop screens she has spent so much trying to achieve this English requirement . She is already working for 4 years in this country caring for Canadian family. Can you help me understand that is this English the only reason that she would fail getting her PR? I am sure once nannies get into work outside of one employer's house, they will improve their English. Why is this one requirement a game changer for them? Do you think there is any option for her to get her PR with 4 years of working in canada, and having all documents and requirements but with less English score? How and what can she do to get her PR after 4 years of being away from her family under strict work visa?
