Refund of Right of permanent residence fee

Hello,
I am a sponsor through the Parent and Grandparent Program.
The relatives I am sponsoring have received Confirmation of permanent residence documents from the Embassy and they now need to land in Canada before the expiration date.
They have NOT landed in Canada yet.
If I withdraw my sponsorship application at this stage, would I be able to get a refund of the Right of permanent residence fee that I have paid, or at least some portion of it?
