Claimed Spouse's sibling score in my FSW profile and my application was refused. Spouse and Spouse's brother are Canadian PR.

Hi,
I claimed Spouse's sibling points(15 points) in my express entry profile (FSW) since my Spouse's brother is a Canadian PR. Also, my spouse is a Canadian PR and both are living in Canada. I had 486 points and provided all the required documents. I called CIC customer care whether to mention 'accompanying or non-accompanying' while filling in the application. Since he is living in Canada, I was asked to select 'non-accompanying' option. I am still confused whether I can claim sibling score, if my spouse is already a PR. Could you please guide me on this?
