Citizenship photos

Hi,
could you please help me ? Would it be an issue if there is a stamp only on the one of citizenship photos? I visited today a photographer and he insisted to put his stamp only on one piece of photo, reportedly cic need the other one empty but I didn’t find it in the instructions. I guess it was for PR if I remember correctly. Should I go to see him again and ask for the stamp and his information on the other one as well? Thanks
