Most things like health cards and ID are issued by provincial governments so you will have to locate that information through the website of the province you are in. Not all health cards are acceptable as ID. Alberta, for example, is not acceptable as yet, but many other provinces are. Eligibility for such documents can also depend on meeting a residency requirement. For example, in BC. you must have lived here 6 months to be eligible to obtain a health card, even if you are a citizen or permanent resident. If you are neither a citizen or permanent resident, you must also, usually, hold other requirements, such as work or study permits. Since each province and territory is different, however, you'd be best served to visit the provincial website of the province you are in, or destined to go to, and find out what is needed in that area.
