Sometimes you can, but if there's an indication that you must speak English to do the work, or at the discretion of the officer processing the application, then you may be asked to submit a language test, either IELTS or CELPIP. If you are asked to submit the exam and you don't, the application will be refused.

I think it is not possible for a work permit, IELTS is mandatory. If you do not speak English, then at least should have knowledge of French. but IELTS is compulsory.
